Arrange frozen roll dough several inches apart on parchment-lined baking sheets. Cover with plastic wrap and let rise at room temperature until doubled in size, about 3 to 5 hours.

In a large skillet over medium heat, brown the ground beef. When halfway cooked, add butter, onion, and cabbage. Sauté until beef is cooked through and vegetables are softened. Season with salt and pepper. Sprinkle in flour as needed to absorb excess moisture. Allow mixture to cool before using.

Preheat oven to 350°F. Lightly dust a work surface with flour. Flatten each risen dough ball by hand into a round about 4 inches in diameter. Place a spoonful of cooled filling in the center. Gather up edges and pinch to seal. Place seam side down on baking sheet. Repeat with remaining dough and filling. Cover and let rest for 30 minutes.

In a small bowl, whisk together egg and milk. Brush the tops of each assembled roll with egg wash. Bake in preheated oven for 18 to 20 minutes, rotating baking sheet halfway, until golden brown.
