01 - 1 pound ground beef
02 - 2 cups fresh Thai basil leaves
03 - 1 medium bell pepper, thinly sliced
04 - 1 tablespoon soy sauce
05 - 1 package rice paper wrappers

# Steps:

01 - In a large skillet over medium heat, cook ground beef, breaking it apart with a spatula, until fully browned, about 5 minutes.
02 - Add soy sauce and stir in bell pepper slices. Continue cooking for 2 to 3 minutes until peppers are just softened.
03 - Remove skillet from heat and fold in fresh Thai basil leaves. Mix thoroughly and allow filling to cool slightly.
04 - Fill a shallow dish with warm water. Submerge one rice paper wrapper for 10 to 15 seconds until pliable.
05 - Place softened wrapper on a flat work surface. Spoon a portion of beef mixture onto the lower third.
06 - Fold the bottom edge over the filling, fold in sides, and roll up tightly from bottom to top.
07 - Continue assembling rolls with remaining wrappers and filling.
08 - Heat a small amount of oil in the skillet over medium-high. Arrange rolls seam-side down and cook until golden, about 2 to 3 minutes per side.
09 - Transfer rolls to a plate and let cool briefly before serving warm.

01 - Keep the filling slightly cool before rolling to avoid tearing the rice paper wrappers.
