Heat a large skillet over medium heat. Add breakfast sausage and cook until thoroughly browned and crumbled, breaking it apart as it cooks. Drain excess fat as needed.

Preheat oven to 175°C. Lightly grease a 23x33 cm baking dish. Arrange frozen potato puffs evenly over the base of the dish.

In a large mixing bowl, whisk together eggs, milk, garlic powder, onion powder, salt, black pepper, and, if using, crushed red pepper flakes, until well combined.

Scatter cooked sausage evenly over the potato puffs. Pour the egg mixture over the layered ingredients. Distribute shredded cheddar and mozzarella cheeses uniformly across the surface.

Place the dish in the preheated oven and bake for 30–40 minutes, until eggs are fully set and cheese is melted and golden. Insert a toothpick into the center; it should come out clean when the dish is properly cooked.

Remove from oven and allow to rest for a few minutes. Garnish with chopped green onions if desired. Serve hot.
