In a large bowl, combine ground beef, Italian seasoning, garlic powder, salt, and black pepper. Mix by hand until the mixture is homogeneous, then form into 4 uniform patties. Allow the patties to rest before grilling.

Preheat grill or grill pan and broiler to medium-high heat. Place split hamburger buns cut side up on a baking sheet and toast under the broiler until the surface is golden brown. Remove top halves and set aside for assembly.

Grill the beef patties for 4 to 5 minutes per side, or until fully cooked and internal temperature reaches desired doneness.

While the patties are grilling, gently heat pizza sauce in a small saucepan over low heat, stirring occasionally. Spread half of the warm sauce evenly over the bottom buns, sprinkle half of the shredded mozzarella over the sauce, and arrange half of the pepperoni slices on top. Broil for 2 to 3 minutes, or until the cheese is melted and bubbly.

Place one cooked beef patty on each prepared bottom bun. Spoon remaining pizza sauce over the patties, add the rest of the mozzarella and pepperoni, and broil just until the cheese is bubbling and pepperoni begins to crisp. Complete with top buns and serve immediately.
