In a large skillet over medium heat, warm a small amount of oil. Add the chopped onion and sauté until softened, about 3 minutes.

Add ground beef to the skillet, breaking it into small pieces. Cook until fully browned, approximately 10 minutes. Drain excess fat.

Season the cooked beef mixture with salt, freshly ground black pepper, and optional garlic powder. Stir to ensure even distribution of seasoning.

Evenly spread the beef and onion mixture into the prepared pie dish. Sprinkle grated Cheddar cheese uniformly over the meat.

In a mixing bowl, whisk together Bisquick mix (or all-purpose flour), whole milk, and eggs until the batter is smooth. Pour this mixture evenly over the beef and cheese layers.

Transfer the dish to the oven and bake for 20 to 25 minutes, or until a knife inserted into the centre comes out clean.
