Heat oil in a large skillet over medium-high heat. Add the green, red, and orange bell peppers along with the chopped onion. Sauté until vegetables are softened and fragrant, approximately 5–6 minutes. Remove vegetables from the skillet and set aside.

Add ground beef to the same skillet. Cook over medium-high heat, breaking up the meat with a spatula, and season with salt and black pepper. Cook until beef is well-browned. Drain excess fat if necessary.

Return sautéed bell peppers and onion to the skillet with the cooked ground beef. Stir in cream cheese, ketchup, Worcestershire sauce, garlic powder, and water. Mix thoroughly to combine. Continue to cook over medium heat, stirring occasionally, until the mixture is thickened and bubbling.

Turn off the heat. Sprinkle shredded mozzarella or provolone cheese over the mixture. Stir until the cheese is fully melted and evenly integrated. Adjust seasoning with additional salt and black pepper if needed.

Evenly distribute the cheesesteak mixture onto toasted hamburger buns. If desired, garnish with additional shredded cheese before serving.
