Preheat oven to 350°F (175°C). Brown ground beef in a large skillet over medium heat until fully cooked, then drain excess fat.

Add black beans, corn, diced tomatoes with green chilies, taco seasoning, salt, and pepper to the cooked beef. Simmer for 5 minutes until well combined.

In a separate bowl, combine softened cream cheese and sour cream until smooth and well incorporated.

In a greased 9x13-inch baking dish, create layers starting with half the tortilla chips, then half the beef mixture, followed by half the cream cheese mixture, and 1 cup of shredded cheddar. Repeat layers with remaining ingredients, finishing with cheese on top.

Cover baking dish with aluminum foil and bake for 25 minutes. Remove foil and continue baking for 10-15 minutes until cheese is bubbly and golden.
