Brown the ground beef in a skillet over medium heat until no longer pink. Drain excess fat. Add taco seasoning and water, then simmer for 2-3 minutes until liquid reduces.

In a large mixing bowl, combine softened cream cheese, sour cream, refried beans, salsa, diced green chiles, half the cheese (about 1 cup), garlic powder, and onion powder until well incorporated.

Fold the seasoned meat mixture into the creamy base. Transfer to the prepared baking dish and spread evenly. Top with remaining cheese.

Bake in preheated oven for 25-30 minutes until edges are bubbly and cheese is melted and lightly golden.

Remove from oven and add optional garnishes as desired. Serve hot with tortilla chips or fresh vegetable crudités.
