In a large bowl, thoroughly combine ground beef, garlic powder, onion powder, salt, and black pepper. Divide and shape the mixture into 12 small, uniform patties.

In a separate small bowl, combine the melted butter and minced garlic, stirring together until well blended. Set aside for brushing.

Flatten each portion of biscuit dough into a circle. Place one beef patty in the center of each circle and top with a portion of Parmesan and cheddar cheese.

Fold the biscuit dough up and around the filling, tightly pinching the edges to seal. Position each filled dough ball seam-side down on the prepared baking sheet.

Brush the tops of each dough ball generously with the garlic butter mixture.

Bake in the preheated oven for 20 to 25 minutes, or until the dough is golden brown and the filling is cooked through.
