In a bowl, combine the pizza sauce or ketchup with chili flakes and oregano until fully blended.

Roll out the pizza dough into a large rectangle approximately 1/4 inch thick. Cut the dough into 2-inch squares using a sharp knife or pizza cutter.

Spread a small amount of the sauce mixture onto each dough square. Top with finely chopped bell peppers and a cube of mozzarella cheese.

Brush water around the edges of each dough square. Bring all corners together and pinch the edges to seal each bite completely.

In a large pot, heat vegetable oil to 350°F. Fry the sealed bites in batches until golden brown and crisp, about 2–3 minutes per batch.

Transfer the fried bites to a plate lined with paper towels. Allow to cool slightly before serving hot.
