Preheat oven to 190°C and lightly grease a 23x33 centimetre baking dish.

In a large skillet over medium heat, cook ground beef, breaking up with a spatula, until evenly browned and no pink remains.

Add corn kernels, condensed cream of mushroom soup, half the shredded cheddar cheese, milk, sour cream, onion powder, black pepper, and crumbled bacon to the skillet. Stir thoroughly until homogeneous.

Spread the beef mixture evenly into the prepared baking dish. Top with the remaining cheddar cheese. Arrange frozen tater tots in a single, even layer across the surface.

Transfer dish to the oven and bake uncovered for 40–45 minutes until tater tots are golden brown and crisp.

Remove from oven. Sprinkle remaining cheese over hot tater tots and return dish to oven for an additional 5 minutes until cheese is melted.
