# Steps:

01 - In a small saucepan, whisk together unsweetened cocoa powder, granulated sugar, ground cinnamon, and water. Bring to a gentle boil over medium heat, stirring constantly until the sugar is dissolved and mixture is smooth.
02 - Gradually pour in the whole milk while whisking. Heat mixture over medium-low heat until hot but not boiling, ensuring it is fully warmed through.
