08 - 2 cups salsa
09 - 12 small flour or corn tortillas
10 - 4 cups shredded cheddar cheese
11 - 2 cups shredded mozzarella cheese
12 - 1 cup sour cream

# Steps:

01 - In a large skillet over medium-high heat, cook ground beef until fully browned and crumbly. Add diced onion and minced garlic; sauté until the onion is tender. Drain excess fat if needed.
02 - Stir in taco seasoning and water. Simmer mixture for 5 minutes to allow flavors to blend. Add black beans, corn, and salsa; cook for an additional 2 to 3 minutes, stirring to combine. Remove skillet from heat.
03 - Preheat oven to 375°F (190°C). Lightly grease a 9×13-inch baking dish to prevent sticking.
04 - Place a single layer of tortillas on the bottom of the prepared dish, trimming as needed to fit. Evenly spread a portion of the meat mixture over the tortillas.
05 - Sprinkle a generous layer of shredded cheddar and mozzarella cheeses over the meat mixture, then add spoonfuls of sour cream and gently spread for even coverage.
06 - Continue layering tortillas, meat mixture, cheeses, and sour cream until all ingredients are used, finishing with a thick layer of cheese on top.
07 - Cover dish with foil and bake for 20 minutes. Remove foil, then bake an additional 10 to 15 minutes until cheeses are melted and golden brown.
