Add condensed cheddar soup, cream of mushroom soup, 1 cup shredded cheddar, 1 cup milk, salt, and black pepper to skillet. Mix thoroughly and heat until cheese is melted and mixture is combined.

In a mixing bowl, combine Cheddar Bay Biscuit mix with reserved shredded cheddar and 1 cup milk. Stir until just combined. Pour and distribute batter gently over the beef layer.

Bake uncovered in the center of oven for 50 to 55 minutes, or until the biscuit topping is risen and golden brown.

Stir seasoning packet into melted butter and brush over the hot biscuit topping immediately before serving.
