Press half of the crumb mixture into the bottom of the prepared pan to create an even crust.

In a separate bowl, stir together sweetened condensed milk and chopped Butterfinger bars. Spread this mixture evenly over the crust layer.

Distribute the remaining crumb mixture over the Butterfinger layer and gently press down.

Bake for 25 to 30 minutes, or until the surface is golden brown. Cool in the pan for 10 minutes, then transfer pan to a wire rack to cool completely.

Once bars have cooled, melt chocolate chips in a microwave-safe bowl in 30-second intervals, stirring until smooth. Drizzle the melted chocolate over the bars.
