Combine brownie mix according to the manufacturer’s instructions using US volume measures.

Prepare white cake mix as directed on the box, then blend in orange food coloring until evenly distributed.

Spoon brownie batter into 20 cupcake liners, filling each to approximately one-third of their volume.

Spoon colored cake batter over brownie layers in each liner, filling to about three-quarters full.

Bake in a preheated oven at 350°F (175°C) for 15–20 minutes or until a toothpick inserted into the center comes out clean.
