Combine beef, soy sauce, lemon (or calamansi), and ground black pepper in a bowl. Marinate for at least 1 hour, preferably overnight for best results.

Heat the cooking oil in a pan then pan-fry half of the onion rings until soft and slightly caramelized. Remove and set aside for garnish.

Drain the marinade from the beef, reserving the liquid. Using the same pan, quickly sear the beef slices for about 1 minute per side. Remove from pan and set aside.

Add more oil to the pan if needed. Sauté garlic and remaining raw onions until onions soften.

Pour the reserved marinade and water into the pan. Bring the mixture to a boil.

Return the beef to the pan. Cover and simmer until meat is tender, adding more water as needed during cooking.

Adjust seasoning with additional ground black pepper and salt as needed. Top with the reserved pan-fried onions and serve hot.
