In a large skillet over medium heat, cook ground beef with diced onion. Add salt, black pepper, paprika, Italian seasoning, onion powder, and crushed red pepper flakes. Continue cooking until beef is thoroughly browned.

Stir in chopped pepperoni and cook for 2 minutes. Drain off excess grease. Add marinara sauce and minced garlic, mixing until combined. Remove skillet from heat.

In a mixing bowl, whisk Bisquick, whole milk, and eggs until smooth and free of lumps.

Coat a 9-inch pie pan with nonstick cooking spray. Spread half of the beef mixture in the pie pan, top with 1 cup shredded mozzarella cheese. Add remaining beef mixture, sprinkle another cup of mozzarella, then evenly pour Bisquick batter over entire surface. Garnish with reserved pepperoni.

Place pan in preheated oven at 400°F. Bake for 25 minutes or until golden brown and set in the center. Rest a few minutes before slicing and serving.
