In a small bowl, combine lime juice and zest, minced garlic, fish sauce, soy sauce, granulated sugar, and grated ginger. Stir until the sugar has fully dissolved.

Place fish fillets in a shallow dish. Pour the marinade over the fillets, ensuring each is evenly coated. Allow to marinate at room temperature for 15 to 20 minutes.

Transfer marinated fish along with all marinade liquid to a steaming dish. Distribute sliced red chili and half the chopped cilantro over the fillets.

Insert the steaming dish into a preheated steamer. Steam uncovered for 10 to 12 minutes or until fillets are opaque and flake easily with a fork.
